Vets groups' praise for Hagel adds pressure on GOP

WASHINGTON (AP) ? Countering the Republican-led opposition to President Barack Obama's nominee for defense secretary is a less flashy but powerful constituency: military veterans.

Veterans' organizations have praised Chuck Hagel, a twice-wounded combat veteran of Vietnam and deputy administrator in President Ronald Reagan's Veterans Administration.

Republican-leaning outside groups have waged a well-funded campaign against Hagel in hopes of pressuring senators.

Hagel's first test could come as early as Thursday, with a possible vote in the Senate Armed Services Committee. Some Republicans are pressing for a delay in the vote, seeking more information from Hagel.

The former two-term Republican senator from Nebraska said in a letter to the committee that he has been forthright in providing all required information

Banned no longer: Soccer brings joy to war-torn Mali

Malian players celebrate after defeating host nation South Africa on penalties in their Africa Cup of Nations quarterfinal on Saturday. They are due to play Nigeria in Wednesday's semi-final.

By Rohit Kachroo, Correspondent, NBC News

Published at 4:40 a.m. ET: TIMBUKTU, Mali -- The lights are flickering in the hotels of Timbuktu. As night falls, the power is returning. Fleeing jihadists had cut the supplies.?

The television screens are switching back to life in time for people to witness an important national event.

It has already been an incredible day in this fabled city. Francois Hollande, the French president, toured its ancient streets a few hours beforehand. He was cheered and even embraced by the people of the town, three weeks after France launched aerial bombardments against Islamist militants.

Now, after ten months of jihadist control, during which playing football and taking part in public celebrations were banned, people are bursting onto the streets beeping their car horns and cheering loudly.

Mali's national soccer team has just beaten South Africa in the Africa Cup of Nations, the continental championships which are held every two years. The tournament is being staged in South Africa, so Mali's opponents had home advantage, making victory all the sweeter.

At a time of crisis for the country, the success of the national side in Mali's favorite sport has helped to promote a sense of unity and pride.

"We will win everything. First we will win the war, then we will win the cup," tourist guide?Mamadou Tapily said. "It will ... bring us all together"

Adbullah Cisse, a soccer fanatic who watched Saturday's game wearing the national shirt, said: "Our success has allowed people to lift their spirits and it has given hope to our country at a difficult time. It seems that with the war and the football, suddenly everything is going well for Mali."

Fans watch the Africa Cup of Nations soccer match between Mali and Ghana in Segou, Mali, on Jan. 24.

Groups of children, inspired by the national success, play soccer matches close to Timbuktu's sand dunes at the edge of the Sahara desert. Their enthusiasm for the sport is only enhanced by claims that Mali's soccer stars have agreed to accept smaller bonuses than agreed in order to help the costs of the country's war efforts. In the minds of many Malians, their decision has cemented the link between military and sporting victories.

Mali's soccer stars will face Nigeria, considered continental giants, in Wednesday's semi-final. If they are defeated they are likely to be celebrated as gallant losers.?

If they win, national pride across Mali is certain to reach new heights.

Three weeks after French troops began their assault on northern Mali, Timbuktu is no longer controlled by an extremist group linked to al-Qaida. NBC's Rohit Kachroo reports.

Obama to campaign for gun proposals in Minnesota

WASHINGTON (AP) ? The fate of his gun proposals on Capitol Hill uncertain, President Barack Obama is seeking to rally support from the public and law enforcement community for his calls to ban assault weapons and install universal background checks for gun buyers.

Obama will pitch his proposals to stem gun violence Monday in Minnesota, a Democratic-leaning state where officials have been studying ways to reduce gun-related attacks and accidents for several years. His visit to the Minneapolis Police Department's Special Operations Center will mark the first time Obama has campaigned on his controversial proposals outside of Washington.

Ahead of the trip, the White House released a photo of the president skeet shooting at Camp David, the presidential retreat. Obama cited skeet shooting when asked in a recent interview whether he had ever shot a gun.

The president unveiled his sweeping package of proposals for curbing gun violence last month in response to the horrific mass shooting at a Newtown, Conn., elementary school. He vowed to use the full weight of his office to fight for the proposals, many of which face tough opposition from congressional lawmakers and the powerful National Rifle Association.

The reinstatement of the assault weapons ban, which expired in 2004, is expected to be the steepest climb for Obama. Universal background checks for gun purchasers may have an easier time passing Congress, though the NRA also opposes that measure.

Senate Judiciary Chairman Patrick Leahy, D-Vt., has said he hopes his panel can write gun legislation this month, though it's unclear what it will contain.

The White House picked Minneapolis as the backdrop for Obama's remarks in part because of recent steps the city has taken to tackle gun violence, including a push for stricter background checks.

After a spike in violent crimes, the city launched a program in 2008 aimed at providing more resources for at-risk youth and helping rehabilitate young people who have already perpetrated crimes. In January, Minneapolis also hosted a regional summit on gun violence for elected officials from around the Midwest.

Minneapolis Police Chief Janee Harteau and Hennepin County Sheriff Richard Stanek are also among the officials Obama has consulted as he pursues his anti-gun violence measures.

Stanek has also been leading a group of Minnesota sheriffs pushing for stronger background checks for people trying to buy guns.

Obama is expected to make more trips around the country to build support for his anti-gun violence measures. The outside group Organizing For Action, an offshoot of Obama's presidential campaign, is also promoting the proposals.

White House officials say quick action on the president's gun measures gives them the best prospects for passing legislation in Congress. They fear that as time passes lawmakers will have less incentive to back the measures as the shock of the Newtown massacre fades.

In addition to the gun control measures, Obama's anti-violence proposals also included increasing mental health resources, boosting funding for school security, and lifting restrictions that prevent the government from studying the causes of gun violence.

Ravens win emotional Super Bowl against 49ers

NEW ORLEANS (Reuters) - The Baltimore Ravens reclaimed the greatest prize in North American sports after a dramatic, nail-biting 34-31 Super Bowl victory over the San Francisco 49ers on Sunday.

Inspired by their power-packed quarterback Joe Flacco, the Ravens survived a ferocious comeback from the 49ers and a bizarre power outage that stopped the game for more than half an hour to win their second Super Bowl.

John Harbaugh, the head coach of the Ravens, won the most anticipated sibling rivalry in American team sports against his younger brother Jim, who holds the equivalent job with the 49ers.

And Ray Lewis, the combative 37-year-old Ravens linebacker destined for the Hall of Fame, ended his 17 season career with a second Super Bowl title, 12 years after he won his first.

"What better way to go out?" said Lewis. "We did it! We did it!"

The game, at the Superdome in New Orleans, was preceded by one of the most poignant moments ever witnessed in the 47 editions of the Super Bowl when a choir from Sandy Hook Elementary School joined Jennifer Hudson in a stirring rendition of "America the Beautiful".

The 70,000 spectators rose to their feet, many with tears in their eyes, as the children sang, nearly two months after the deadly shooting rampage at their Connecticut school.

"Our wish is to demonstrate to America and the world that, "We are Sandy Hook and we choose love," the school said in a statement.

The action on the field was as wild as the parties that have taken place in Bourbon St in the days leading up to the game as the Ravens opened up a commanding lead.

With Flacco, who was named Most Valuable Player, calling the shots and wide receiver Jacoby Jones scoring two of the most spectacular touchdowns seen in a Super Bowl, the Ravens looked to be cruising to victory when they led 28-6 early in the third quarter.

Flacco made a great start, orchestrating a six-play, 51-yard drive on his team's first possession that culminated with a 13-yard touchdown pass to wide receiver Anquan Boldin.

In the second quarter, he threw a one-yard scoring pass to tight end Dennis Pitta, then a spectacular 56-yard scoring strike to Jones.

The Ravens led 21-6 when Beyonce came out to perform a stunning halftime show then opened the second half with a Super Bowl-record 108-yard kickoff return for a touchdown from Jones that will be shown on highlight reels for generations to come.

BLACK OUT

But just when it seemed the result was a foregone conclusion, a section of the lights at the Superdome, hosting the Super Bowl for the first time since Hurricane Katrina devastated the city in 2005, blacked out.

Play was stopped for 35 minutes while red-faced officials and technicians restored power. When it came back on, the game instantly took on a completely different complexion.

With Colin Kaepernick finally finding his targets and making inroads with the football in hand, San Francisco piled on 17 unanswered points.

When Kaepernick rushed for a touchdown himself with just 10 minutes to go in the final quarter, the margin was down to just two points and momentum was on their side.

But Justin Tucker kicked a 38-yard field goal to give his five-team lead and the 49ers failed to score the touchdown they needed to win, getting only a two-point safety, as the Ravens defended their line for dear life.

"Five yards short, all the work we did in the offseason, the whole entire season, everything came down to five yards and we weren't able to get it done," said dejected 49ers tackle Joe Staley.

Both team played down the impact of the power outage, saying it was the same for both teams, while the Harbaugh brothers embraced each other as confetti rained down from the roof after one of the most emotional nights in American sport.

"I just love him obviously. I think anybody out there who has a brother can understand what that is all about," John said.

"The meeting with Jim in the middle was probably the most difficult thing I have ever been associated with in my life. I am proud of him."

Tragic week on snowmobiles forces reexamination

DENVER (AP) ? For more than a decade, daredevils in snowsuits climbed atop their quarter-ton snowmobiles, sped them up icy ramps and flipped them head over heels into the frosty night air. Fans of action sports cheered while others, less enthralled with the event, wondered whether the sport was a good idea.

It's a question that's getting a much more serious look after last month's Winter X Games, where things went wrong in a serious and tragic way.

One rider, with very little experience on snowmobiles, flew off his vehicle and the machine went careening into the fence, dangerously close to spectators. Another wrecked and separated his pelvis. That rider's brother, 25-year-old Caleb Moore, lost control, landed on his head and, four days later, died from injuries related to the accident.

The tragedy left everyone involved ? snowmobilers, other action sports stars, the people who issue the permits and the programmers at ESPN, which sanctions and televises the X Games ? re-examining a niche event in an action-sports world that has, for decades, lured its audience by thumbing its nose at danger.

"That's something we'll all have to deal with," said Levi LaVallee, whose two gold medals in snowmobiling this year were afterthoughts in the wake of Moore's death. "Unfortunately, the crashes that happened, they're serious ones. You can only pray that that stuff won't happen in future ? look at how it happened and see how we can prevent that in the future. It's a tough one for a guy that's passionate about the sport."

In Aspen, where the event has been held for the past 12 years, regulators have signaled they'll take a new look at the permitting process for the Winter X Games, including the possibility that they'll get more involved in the ins and outs of the actual events, which are usually left to ESPN's discretion.

"We permit so many events and they're all so different in nature, too," said Mike Kraemer, a planner for the department that handles special event permits in Aspen. "We've never had machines go into the crowd. We may need to ask, 'How can you mitigate for those types of actions?'"

That question, along with equally big issues of rider safety, will be on ESPN's plate over the upcoming year.

"ESPN's Safety and Security departments go through a diligent review of all venues for the safety of staff, athletes and spectators," Scott Guglielmino, ESPN's senior vice president of Programming and X Games, said in a statement sent to The Associated Press.

Among the core issues network officials will have to discuss is whether the thrills, spills and ratings provided by snowmobile tricks are worth the risks that became so apparent in Aspen last month. ESPN's average of 1.1 million viewers for nine telecasts hovers around the same area as the PGA Tour but below that for NBA telecasts.

Snowmobile jumping is hardly the first sport in which athletes willingly subject themselves to severe and sometimes life-threatening injuries. But even sports such as football and NASCAR, which are an ingrained part of American culture, have been under pressure in recent years to improve safety.

"I guess the question is, do we acknowledge that there are certain sports that are so established that danger has become a fact of life, and are we OK adding more to that list?" said Robert Thompson, a professor who studies popular culture at Syracuse. "But certainly if we said we should not legitimize a sport where the possibility of serious injury or death is there, then we'd have to look carefully at some beloved institutions in this country."

Sporting high-wire acts used to be the domain of Evel Knievel, whose jumps across the fountains at Caesar's Palace and elsewhere made news not only because of their intrepidness, but because he had a willing media partner in ABC, which put them on "Wide World of Sports."

The X Games franchise, which started in 1995, broadened both the audience and the participant pool for these sort of spectacular but high-risk events.

Impressed by the highlights, to say nothing of the young audience they draw, the Olympics has added several disciplines over the past 15 years ? namely snowboarding, in race form, on the halfpipe and, beginning in 2014, on the slopestyle course.

As those events have grown into the mainstream, their respective industries have grown through equipment sales, vacation packages and lift tickets. A bad week on snowmobiles at the X Games, however, does not concern leaders in the industry, who say recreational riders recognize the clear demarcation between a casual weekend with friends and what the competitors try in the X Games.

"You never see it where we go," said Ed Klim, president of the International Snowmobile Manufacturers Association. "That's just pushing it to the extremes, which is why they call it the X Games."

Buoyed by steadily growing success since his X Games debut in 2010, when he earned a bronze medal, Moore had a full schedule planned for this season, in an attempt to earn his share of the still-limited prize pool competitive snowmobiling generates.

Moore's death will leave a gap in the sport, depriving it of a man LaVallee called "a fierce competitor" with a "very creative mind" ? the sort of traits that keep daredevils pushing the envelope and entertaining fans for pennies on the dollar compared to what NFL players or NASCAR drivers can make.

The risks they take, however, are every bit as serious, and now their sport is in the spotlight.

"It does look bad for the sport in general," said Tucker Hibbert, a winner of six straight X Games snowmobiling titles in SnoCross, who skips the more dangerous freestyle event. "But at the same time, when you see someone doing something amazing and cool, and record-breaking on a snowmobile, it sheds good light on what we do. It's the nature of sport in general. You have to deal with it. For me, I love riding snowmobiles, enjoy racing and riding. You have to do everything you can to be safe and take precautions you need to avoid injuries and crashes."

Spain's Rajoy, ruling party deny secret payment scheme

MADRID (Reuters) - Prime Minister Mariano Rajoy and Spain's ruling People's Party denied on Thursday that the party made unofficial payments from business donors to the premier and other party leaders after a newspaper published what it said were secret party accounts.

El Pais published images of excerpts of almost two decades of handwritten accounts that it said were maintained by People's Party treasurers. El Pais said the accounts showed 11 years of payments to Rajoy of 25,200 euros ($34,200) a year.

The accounts - which the newspaper said amounted to a parallel unofficial bookkeeping system - show donations from companies, mostly builders, and regular payments of thousands of euros to a number of party leaders.

"The People's Party has no knowledge of the handwritten notes that were published and of their content, and it cannot be recognized, in any case, as this political party's books," the PP said in a statement.

The statement said the party's payments to its leaders and staff were always legal and followed tax rules. The party also denied that there were systematic payments to people other than their official paychecks.

A spokeswoman from Rajoy's office told Reuters the prime minister stood by comments he has made recently that he has not engaged in improper conduct.

High Court Judge Pablo Ruz, who is investigating a four-year-old corruption case involving the PP, has asked prosecutors to look into the allegations of secret payments to party officials and could open a new line of investigation, court sources told Reuters.

The party has ordered an external audit of its accounts.

The widening corruption scandal over alleged secret cash payments to PP leaders has hit Rajoy's popularity as he struggles with a deep recession, a fiscal crisis that could push Spain into an international bailout, and the euro zone's highest unemployment rate.

"This does not help to calm down the difficult moments that we are going through, economically, politically and the climate on the street. This is a time for maximum transparency," Jose Antonio Monago, the president of the region of Extremadura, told reporters at a news conference regarding his region's accounts.

A recent poll by Metroscopia showed that 96 percent of Spaniards believe corruption is widespread in politics in Spain, after dozens of cases have emerged in recent years, most notably an ongoing judicial investigation into alleged embezzlement of public funds by King Juan Carlos' son-in-law.

The alleged payments may not necessarily be illegal if the party leaders declared the income in tax statements.

Until recently, Spanish political parties were allowed to receive anonymous donations. However, it would have been illegal not to book those donations in the book's official, regulated accounts, a People's Party source told Reuters.

BUILDING BOOM

A People's Party source, who asked not to be named, said the allegations raise serious ethical questions about party operations, especially because many of them occurred during Spain's building boom, in which politicians granted large numbers of development contracts.

"It looks like bribes, the nature of the document is very incriminating, if it's true," the source said.

Among the companies named in the El Pais story is builder and infrastructure and energy company FCC. FCC declined to comment. A source close to the company told Reuters that FCC would carry out an internal investigation regarding possible donations.

El Pais also said the president of another builder, OHL, Juan Miguel Villar Mir, was one of the donors. OHL declined to comment.

The accounts published in El Pais were allegedly from two former PP treasurers. One of them is Luis Barcenas, who stepped down as party treasurer in 2009 when judges began to investigate his possible involvement in alleged illegal payments and kickbacks to party officials from builders and other businesses that won government contracts.

The ongoing judicial investigation of Barcenas has revealed recently that he had a Swiss bank account which at one point held as much as 22 million euros. His lawyer has said previously that the money is from legitimate businesses and that Barcenas has now declared taxes on the income.

Press officials from Spain's High Court confirmed that Barcenas' lawyer has provided to the court a document showing that in 2012 his company applied for a tax amnesty on funds in the Swiss bank account.

Barcenas' lawyer was not immediately available for comment. ($1 = 0.7370 euros)
