Search for Okla. survivors winding down

MOORE, Oklahoma (Reuters) - Rescue efforts in the tornado-ravaged Oklahoma City suburb of Moore continued through the night into Wednesday morning, with officials increasingly confident that everyone caught in the disaster had been accounted for.

The massive tornado that tore through the area on Monday wiped out blocks of houses, killed at least 24 people and injured about 240.

Jerry Lojka, spokesman for Oklahoma Emergency Management, said search-and-rescue dog teams would search on Wednesday for anybody trapped under the rubble, but that attention would also be focused on a huge cleanup job.

"They will continue the searches of areas to be sure nothing is overlooked," he said, adding: "There's going to be more of a transition to recovery."

After a long day of searching through shattered homes that was slowed by rainy weather, Oklahoma County commissioner Brian Maughan said it seemed no one was missing.

"As far as I know, of the list of people that we have had that they are all accounted for in one way or another," he said.

As he spoke on Tuesday evening, dog teams and members of the National Guard were changing shifts to work through the night.

The death toll of 24 was lower than initially feared, but nine children were among the dead, including seven who died at Plaza Towers Elementary School which took a direct hit by the deadliest tornado to strike the United States in two years.

Emergency workers pulled more than 100 survivors from the debris of homes, schools and a hospital after the tornado ripped through the Oklahoma City region with winds exceeding 200 miles per hour, leaving a trail of destruction 17 miles long and 1.3 miles wide.

Plaza Towers Elementary was one of five schools in its path. "They (rescuers) literally were lifting walls up and kids were coming out," Oklahoma State Police Sergeant Jeremy Lewis said. "They pulled kids out from under cinder blocks without a scratch on them."

The National Weather Service upgraded its calculation of the storm's strength on Tuesday, saying it was a rare EF5, the most powerful ranking on the Enhanced Fujita Scale

"I LOOKED UP AND SAW THE TORNADO"

The last time a giant twister tore through the area, on May 3, 1999, it killed more than 40 people and destroyed thousands of homes. That tornado also ranked as an EF5.

While Oklahoma Emergency Management's Lojka said a flyover of the affected area on Tuesday showed 2,400 homes damaged or obliterated, with an estimated 10,000 people affected, the death toll was lower than might have been expected.

The toll was also a fraction of that of the 2011 twister in Joplin, Missouri, which killed 161 people.

In the hours following the storm, many more people were feared dead. At one point, the Oklahoma state medical examiner's office said the toll could rise as high as 91, but on Tuesday officials said 24 bodies had been recovered, down from a previous tally of 51.

"There was a lot of chaos," said Amy Elliott, chief administrative officer for the medical examiner.

Some ascribe the relatively low number of dead residents discovered in Moore, home to 55,000 people, to the fact many locals have small "storm safe" shelters, basically a concrete hole in the garage floor with a sliding roof that locks.

Billy McElrath, 50, of Oklahoma City, said his wife hid in a storm safe in their garage when the tornado hit.

She emerged unhurt even though the storm destroyed the 1968 Corvette convertible she had bought him as a birthday present, and crushed a motorcycle. "Everything else is just trashed," he said as he loaded a pickup with salvaged goods.

Kraig Boozier, 47, took to his own small shelter in the Westmoor subdivision of Oklahoma City and watched in shock as a fan in the wall was ripped out.

"I looked up and saw the tornado above me," he said.

When he came out after the storm, he helped a neighbor who had emerged from her own shelter move a car that was blocking the entrance to another neighbor's shelter.

EARLY WARNING

Officials said another factor behind the surprisingly low death toll was the early warning, with meteorologists saying days in advance that a storm system was forming.

Once a tornado was forming, people had 15 to 20 minutes of warning, which meant they could take shelter or flee the projected path. The weather service also has new, sterner warnings about deadly tornadoes to get people's attention.

Many of those who do not have a basic storm shelter at home, which can cost $2,500 to $5,000, have learned from warnings over the year to seek hiding places at home during a tornado.

Jackie Raper, 73, and her daughter, for instance, sought shelter in the bathtub in her house in Oklahoma City to survive the tornado.

"The house fell on top of her," said Caylin Burgett, 16, who says Raper is like a grandmother to her. Raper broke her arm and femur, and bruised her lungs, Burgett said.

    <em>Series premieres Mon., June 3 at 9 p.m. ET. </em> <strong>What To Know: </strong>This new one-hour drama from executive producer Jennifer Lopez follows a multi-ethnic, blended family, being raised by two working moms, as they welcome another troubled child into their home.

  • "Teen Wolf" (MTV)

    <em>Season 3 premieres Mon., June 3 at 10 p.m. ET.</em> <strong>Where We Left Off:</strong> At the end of last season, Allison broke up with Scott, Peter warned Isaac and Derek that a new pack made up entirely of Alpha werewolves was coming, and said Alphas trapped Boyd and Erica in the woods, leaving viewers uncertain of their fate. Season 3 will pick up four months later, and focus on the introduction of the Alpha pack and the havoc they wreak.

  • "Push Girls" (Sundance Channel)

    <em>Season 2 premieres Mon., June 3 at 10 p.m. ET.</em> <strong>Where We Left Off: </strong> Throughout Sesaon 1 we got to know Auti, Mia, Tiphany and Chelsie, four women living in Hollywood who also happen to all be in wheelchairs. Season 2 will follow the foursome's new loves and new adventures, including 21-year-old Chelsie's decision to move out of her parents' home.

  • "America's Got Talent" (NBC)

    <em>Season 8 premieres Tues., June 4 at 9 p.m. ET</em> <strong>Where We Left Off:</strong> Last season, traveling dog act Olate Dogs was crowned the winner. This year, a new crop of performers will compete for the $1 million prize. Spice Girl Mel B. and Heidi Klum join the judging panel with Howie Mandel and Howard Stern.

  • "Burn Notice" (USA)

    <em>Season 7 premieres Thursday, June 6 at 9 p.m. ET.</em> <strong>Where We Left Off:</strong> In an effort to get more information on Riley, Michael sent Bly to tail her to a meeting with the cartel kingpin, but a cartel member disguised as security blew up Bly's car, killing him and destroying the evidence they collected on Riley. Michael later incapacitated Riley and got her to agree to confess. Then, Fiona, Madeline, Sam and Jesse were released from their prison cells. Michael explained he "did what [he] had to do," but Fiona corrected him, saying, "You did what you wanted to do."

Like frat guys (and girls), but with badges.

  • "The Hero" (TNT)

    <em>Series premieres Thurs., June 6 at 8 p.m. ET.</em> <strong>What To Know:</strong> Dwayne "The Rock" Johnson is producing this competition series to test the strength, courage and integrity of a diverse group of nine individuals. Each week, the contestants will be challenged physically, mentally and morally as they try to prove that they truly deserve the title of "The Hero" and the life-changing grand prize that goes with it.

  • "72 Hours" (TNT)

    <em>Series premieres Thurs., June 6 at 9 p.m. ET.</em> <strong>What To Know:</strong> Contestants on this "Survivor"-esque reality show are dropped into the wilderness with only a bottle of water and a GPS device on a mission to find a briefcase filled with $100,000.

    Few ballroom outfits will top the atrocities that were Marie Osmond's doll outfit or Bristol Palin's gorilla suit, but nevertheless, it seems the costume department at "Dancing With the Stars" tries each season.

    We get that it's a tough gig -- the designers and seamstresses have to whip out multiple outfits a week, practically at the pace of "Project Runway's" challenges. They can't all look awesome! But can't they look a little bit better?

    On top of yesterday's 4K announcement, Samsung has also given us a quick heads-up on one of the prototype displays it's planning to show off at this year's Display Week event. It's a highly gawp-worthy 3,200 x 1,800 ("WQXGA+") panel destined for 13-inch laptops that insist on taking things further than the Retina MacBook Pro (2,560 x 1,600) or Samsung's Series 9 prototype (2,560 x 1,440, shown above). As an added advantage, the panel is promised to deliver "30 percent greater power-savings" compared to existing LCDs thanks to a reduction in the number of driver circuits as well as more efficient backlight units. Display Week starts today, so we should soon have a first-person account of this unheard-of pixel density straight from Samsung's stall.

    2 FBI agents killed in training accident in Va.

    VIRGINIA BEACH, Va. (AP) ? Two FBI special agents on the agency's elite Hostage Rescue Team have been killed in a training accident in Virginia, officials said Sunday.

    The accident happened off the coast of Virginia Beach on Friday, the FBI's national press office announced in a statement Sunday. No other details were given and the cause is under investigation.

    The special agents were identified as Christopher Lorek, 41, and Stephen Shaw, 40. Lorek joined the FBI in 1996 and is survived by a wife and two daughters, 11 and 8. Shaw joined in 2005 and is survived by a daughter, 3, and son, 1.

    "We mourn the loss of two brave and courageous men," Director Robert Mueller said in the statement. "Like all who serve on the Hostage Rescue Team, they accept the highest risk each and every day, when training and on operational missions, to keep our nation safe. Our hearts are with their wives, children, and other loved ones who feel their loss most deeply. And they will always be part of the FBI Family."

    The Hostage Rescue Team is part of the Critical Incident Response Group based at Quantico in northern Virginia. Most recently, members of the team successfully rescued a 5-year-old boy from a small underground bunker where he was being held hostage by a 65-year-old man. The man was killed by agents.

    Trained in military tactics and outfitted with combat-style gear and weapons, the group was formed 30 years ago in preparation for the 1984 Olympics in Los Angeles. The team is deployed quickly to trouble spots and provides assistance to local FBI offices during hostage situations. It has participated in hostage situations more than 800 times in the U.S. and elsewhere since 1983.

    Karzai seeks Indian military aid amid Pakistan row

    KABUL, Afghanistan (AP) ? Afghan President Hamid Karzai will seek increased military aid from India during a three-day visit starting Monday and will discuss recent cross-border clashes with Pakistan, India's archrival, an aide said.

    The comments follow a weekend report by the Times of India that said Afghanistan's ambassador to India had said the country needs India's help with "equipment and weapons to fight." The Press Trust of India later quoted a spokesman for New Delhi's Foreign Ministry as saying the country is ready to meet any such request.

    "Yes, we will ask for assistance for the strengthening of our security forces," Karzai spokesman Aimal Faizi said in a briefing ahead of the trip. He did not comment on the Indian reports.

    Karzai's visit could irk Pakistan, especially if any arms deal materializes. Pakistan considers Afghanistan its own backyard and suspects rival India of seeking greater influence there as a strategy to hem in the country from both sides. Pakistan and India have fought three wars since they were divided into two countries when they gained independence from Britain in 1947.

    Afghanistan and India signed a strategic partnership agreement in 2011 that has included Indian military training of Afghan security forces. Faizi indicated in Saturday's briefing that Karzai would seek to expand that cooperation. "Whatever our Afghan security forces would need for assistance and help, India would help us," he said.

    Afghan analyst Wadir Safi, a political science professor at Kabul University, says the timing of Karzai's India trip is likely related to recent border skirmishes with Pakistan.

    Each side has been accusing the other of firing across the mountainous border region for months, including a skirmish earlier this month that killed an Afghan border policeman. Both countries have also accused each other of providing shelter for insurgents fighting on the other side of the border.

    Afghan accusations that Pakistan is allegedly trying to torpedo efforts to start peace talks with the Taliban have also contributed to deteriorating relations. Pakistan is considered crucial to nudging Taliban leaders, many of which are in hiding in Pakistan, to the table ? a key goal of the United States and its allies ahead of the final pullout of foreign combat forces by the end of next year.

    Karzai has long been deeply suspicious of the motives of Pakistan's government and military, which backed the Taliban regime before it was toppled in the 2001 U.S.-led intervention and has since seemed unable or unwilling to go after militant leaders taking refuge inside its borders. The killing of al-Qaida chief Osama bin Laden in Pakistan only strengthened Afghan wariness of his neighbor.

    Any increased military cooperation with India would likely only contribute to tensions, Safi warned. Afghanistan had been a proxy battleground for Pakistan and India during the war between the Pakistani-backed Taliban regime and the India-supported Northern Alliance.

    Another Afghan analyst, Hamidullah Farooqi, said he thinks the reports of India supplying weapons are simply brinkmanship and, at most, India might agree to help Afghanistan upgrade old Soviet-era weaponry.

    "An arms deal with India would not be helpful for regional stability or for the balance that Afghanistan needs between India and Pakistan," Farooqi said. "This is just a political game. I don't think there will be an arms deal."

    Aside from regional strategic rivalries, Karzai is expected to discuss economic issues and will visit an engineering university where he will receive an honorary degree, Faizi said.

    India has invested more than $2 billion in Afghan infrastructure, including highways and hospitals and rural electricity projects. New Delhi is hoping to gain some influence in the country after 2014, when Afghan forces become responsible for the entire country's security.

    Karzai, who earned his college degree in India, has visited New Delhi more than a half dozen times in the past few years, most recently in November 2012.

    Here in America, we sure do love our pets! So much so that 39% of our households own at least one dog and 75% of those dogs are spayed or neutered. And while we know that most of you are responsible pet owners there is still a growing number of feral dogs roaming our rural lands and urban centers.? Many of our sports and recreation clients often find themselves in areas where there is potential for feral dog attacks. With your safety in mind, we have compiled a list of our top tips to help you protect yourself in the event of an attack.

    Pack mentality

    The past decade of economic instability has forced many shelters to turn away pets whose owners can no longer afford to care for them. In Detroit the solution some dog owners have found is to allow their animals to roam the streets as a means of supplementing their diets. The ?packing up? of these dogs has proved such a danger to postal carriers that consideration has been given to the refusal of mail service in neighborhoods with proven records of feral dog attacks.

    Rural areas have proven to fare no better in the fight against wild dogs. The pack mentality is such that it has allowed these animals to team up and kill livestock to the tune of some 37 million dollars annually. While some farmers have banded together in an attempt to eradicate these feral dog packs, there is no sign of the problem going away.?

    Thinking about going out for a run? Protect yourself with these tips

    NEVER

    • Make eye contact ? it is viewed as a challenge.
    • Stand directly in front of a feral dog ? it is considered the attack position and serves only to increase their aggression.? It is better to stand off to one side instead.
    • Run ? animals are acutely perceptive of our body language; the projection of fear sends the impression that you are weak, i.e. prey.
    • Turn your back ? always make sure to keep the dog to your side.

    Carry repellant and/or a weapon (baseball bat, large stick, knife, etc) when walking ? not only will this serve as protection, but it can also be used to distract the animal should an attack occur.

    Remain calm and stay in command of the situation ? hold your position; waving your arms around and shouting isn?t a guaranteed method of intimidation, in fact it?s an invitation for the dog to bite you if it is feeling threatened.

    Find higher ground ? whether it?s a tree or a dumpster, get out of their reach.

    If you can?t get away or distract the dog with an object and the dog attacks, gouge an eye ? a blow to the throat works as well.

    Another strategy is to curl up into a ball on your stomach and use your hands to cradle your neck ? protect your most vulnerable areas and try to remain still, it may help to end the attack.

    Did the IRS target liberal groups, too?

    Today marks the one-week anniversary of the Internal Revenue Service's disclosure that it improperly scrutinized certain conservative groups applying for tax-exempt status. As an inspector general report on the practice found, groups with phrases like "tea party," "patriots" and "9/12 project" were targeted for the "Be On the Look Out" or "BOLO" list, and often ended up waiting two years for notice on their status.

    Somewhat lost in the furor over the disclosure is that very few liberal organizations appear to have been approved either. There is no evidence that groups with words like "progressive" or "Democratic" were targeted. But the numbers do suggest that the universe of nonprofit political organizations is small, and that liberal groups were not approved in droves while conservative ones were subject to endless bureaucratic rigmarole.

    The IRS publishes a master database of all tax-exempt organizations, so it's possible to see how many groups with these words in their names were approved each month. As the Washington Post demonstrated on Wednesday, there was not a single organization with "tea party" in the name approved in 2011. In 2012, 26 groups were approved.

    According to the IRS database, there were 1,017 "social welfare organizations" approved for tax-exempt status in 2012. In IRS-speak, that's a 501c(4) organization of classification type 3. Donations to such groups are not tax-deductable, and they are often not required to disclose donors.

    Of those, 28 have the words "tea party" or "patriots" in their name. Only seven have the word "progress": Louisiana Progress Action Fund Inc., Progress Missouri, Progress Texas, Progressive Leadership Alliance of Nevada Action Fund, Progressive USA, Progressives United Inc., Progressnow. There are no matches for "liberal" or "Democrat." The complete list is at the end of this post.

    Limiting the search to social welfare organizations is not the only way to compare liberal and conservative organizations. The Washington Post found that there were 30 groups with "progressive" in their name approved in 2012 by filtering all IRS records by the National Taxonomy of Exempt Entities code, which classifies nonprofits into sectors like "civil rights, social action, advocacy" and "community improvement, capacity building," among many others. This is arguably a more comprehensive approach than limiting the data to 501(c)4(3) organizations, but it also is more likely to include groups that are not explicitly politically oriented.

    Even by this more permissive metric, progressive organizations did not appear to receive special treatment compared to conservative ones, judging only by the numbers of organizations that were approved. That does not absolve the IRS from clearly inappropriate behavior. Nor does it suggest that the other side of the aisle had a massive advantage due to the violation.
