Killer returned from Mexico begins Conn. sentence (AP)

HARTFORD, Conn. ? A man captured in Mexico after 22 years on the run from a Connecticut murder conviction was sent to a high-security prison Thursday, hours after he was flown back to the United States from Mexico City.

Adam Zachs did not say a word during a brief appearance in Hartford Superior Court, where Judge David Gold ordered him to begin serving his 60-year sentence. Zachs, wearing green pants and a tan, long-sleeved fleece jacket, was led in and out of the courtroom in handcuffs and leg shackles as several of the victim's relatives stared at him from the gallery.

Zachs, 48, was convicted and sentenced in 1988 for shooting 29-year-old Peter Carone to death outside a West Hartford restaurant after Carone made a joke Zachs didn't like. State law at the time allowed him to post bail during his appeal, and he fled in 1989.

"I've waited years for this," the victim's mother, 83-year-old Addie Carone, said outside court. "I'd prayed, really, that finding Adam would happen during my lifetime, and I'm happy with that."

There didn't appear to be any members of Zachs' family in the courtroom.

State marshals later brought Zachs to the high-security MacDougall-Walker Correctional Institution in Suffield, said Correction Department spokesman Brian Garnett.

Gold said the original judge in Zachs' case, Thomas Corrigan, who died May 31, had recommended at the time of sentencing that Zachs serve his time in a minimum-security prison. Gold said Zachs' actions surely would have changed Corrigan's mind, and said Zachs should be detained in high-security setting.

Several U.S. marshals and West Hartford police officers also attended the court hearing, saying they never gave up on trying to find Zachs. Addie Carone repeatedly praised them Thursday.

"This is justice," said Joseph Faughnan, the top U.S. marshal in Connecticut.

Authorities got a tip and arrested Zachs in February outside his home in Leon, Guanajuato, about five hours northwest of Mexico City. Police say he was living under the alias Ruben Fridman and he had a wife, two children and a computer repair business there.

A U.S. marshal and West Hartford detective escorted Zachs on a flight from Mexico City on Wednesday night and drove him to Hartford.

Zachs and Carone, who both grew up in West Hartford but didn't know each other, were watching a college basketball game at the restaurant when someone made a joke about the bar not being clean, police said. Carone then made a "spit-shine" joke, motioning like he was spitting on the bar and wiping it up. That angered Zachs for some reason, police said.

Zachs, who is a slender 5-foot-4, left the bar, got a gun and returned. Zachs and Carone went outside, where Carone said he didn't want to fight. He headed back toward the restaurant, and Zachs shot him in the back, police said.

After his conviction, Zachs posted a $250,000 appeal bond with the help of his aunt and fled with the help of his father, authorities said.

The 78-year-old father, Frederick Zachs, pleaded guilty in federal court recently to helping his son flee the country and sending him money over the years. Frederick Zachs is set to be sentenced to up to five years in prison in August for harboring a fugitive, but could get little or no jail time.

Frederick Zachs told authorities that he arranged for his son to be driven to New York to catch a flight to Mexico in June 1989. The elder Zachs admitted that he sent money to his son over the years through others and stayed in touch with him using an intermediary in Brooklyn, N.Y., to send and receive letters. He also said he used prepaid phone cards to call his son from pay phones in Arizona and New Jersey from 2002 to 2005.

Adam Zachs' case was featured several times on the Fox TV show "America's Most Wanted," which reported that police in the early 1990s learned that Zachs was living in New Mexico with a woman who worked for Frederick Zachs' company. The woman told police that she and Zachs had lived together for a year and a half when one day he gave her money for a plane ticket and disappeared.

Carone's identical twin brother, Michael, said Zachs' capture meant a lot to him.

"It certainly brings some closure," he said. "I don't think there will ever be total closure."

Michael Carone also said he will do everything he can to make sure Frederick Zachs serves at least some prison time. He said Zachs and his family have acted like they're above the law.

Addie Carone, who fought successfully to get the state legislature to ban appeal bonds for murder convicts, said her husband, Vince, died of lung cancer six weeks after their son was killed. She said she planned to visit their graves in New Haven this weekend.

"That's where I'm going to go," she said. "See Peter, see Vince, see my parents and tell them what happened today because we were all waiting for this."

Cyber thief steals $450,000 worth of experimental virtual currency (Yahoo! News)

An internet-goer who put his faith in a risky new currency recently saw over $450,000 worth of Bitcoins ? a digital form of money supported solely by its own users ? disappear from his computer. ?A Bitcoin devotee with the somewhat appropriate web handle "Allinvain" has become the poster child for why the new form of money may never catch on.

While the U.S. dollar struggles to keep its head above water, some intrepid web users are putting their faith in the experimental type of currency called Bitcoins.?Bitcoins were created in 2009 as an alternative to modern currencies, and are completely decentralized and entirely digital. Users exchange cold hard cash for the cyber dollars which can then be exchanged with other users for goods and services.

Bitcoin users store their virtual cash in a "wallet file" that, while safe from viruses and other insidious internet threats, can still be outright stolen, either through hacking or physically removing the file from the computer with a portable flash drive, leaving the owner with an empty bank account. And since the currency is entirely user-driven, there is no official government entity keep an eye out for suspicious activity, and victims of skilled cyber thieves have no option but to except their loss.

That's where user Allinvain landed on Monday when he booted up his computer to find that his wallet file had been lifted, along with over 25,000 Bitcoins.?The exchange rate for Bitcoins fluctuates wildly, and while roughly $20 buys you a single Bitcoin today, the rate has spiked to nearly $30 per coin on a regular basis. At the time of the theft, Allinvain's wallet was worth about $467,500. It was cash he was saving to open, ironically, a Bitcoin business.

Justice-minded Bitcoin veterans are attempting to hunt down the virtual robber through the complex log files used to launder the digital dough, but their efforts might be in vain. The completely anonymous nature of the Bitcoin system means that users are protected from identity theft, but are also nearly untouchable when it comes to punishment for misdeeds.

Syrian tanks, troops extend reach in border areas (AP)

BOYNUYOGUN, Turkey ? Syrian tanks pushed toward more towns and villages near the Turkish and Iraqi borders on Tuesday, expanding the crackdown against a 12-week uprising to the north and east as more Syrians flee their homes.

Syrian President Bashar Assad appears to have abandoned all pretense of offering reform, sending tanks, helicopter gunships and only his most loyal forces into population centers to crush dissent.

Anti-government activists reported tanks in the northern market town of Maaret al-Numan and in smaller villages near Jisr al-Shughour, a town stormed Sunday by Syrian elite forces backed by helicopters.

Human rights activist Mustafa Osso said tanks were also moving in the large eastern province of Deir el-Zour, which borders Iraq. The Syrian government claimed to have thwarted cross-border weapons smuggling in that area.

The growing military campaign has sent some 8,000 Syrians fleeing for the lives to neighboring Turkey, where they offer a grim picture of what they left behind.

Troops "damage homes and buildings, kill even animals, set trees and farmlands on fire," said Mohammad Hesnawi, 26, who fled Jisr al-Shughour. He accused pro-government militias known as "shabiha" of atrocities there.

Turkish authorities were giving priority to women and children fleeing the border village of al-Hasaniya, where people "are eating fruit out of the trees, including apples and cherries," since there's not enough food for all, Hesnawi said.

Only sketchy reports are emerging from the embattled northern area, since foreign journalists have been expelled from Syria.

Some analysts have said Assad is trying to keep the opposition from establishing a base, as happened in Libya, where the rebels trying to overthrow Moammar Gadhafi took over the coastal city of Benghazi. Assad initially had promised mild reforms, but his gestures have been rejected by the thousands who have staged protests across Syria, who say they won't stop until he leaves power, ending his family's 40-year ruling dynasty.

It's a scenario that also played out in Tunisia and Egypt, where popular demands increased almost daily until people accepted nothing less than the regime's end.

In the past week, as the government appeared to be on the verge of losing control of major swaths of the country, it abandoned most pretenses at reform.

The brutal crackdown on the uprising, the most serious threat to the Assad family's power, has altered a view held by many in Syria and abroad of Assad as a reformer at heart, one constrained by members of his late father's old guard who were fighting change, especially privileged members of the Assads' minority Alawite sect, an offshoot of Shiite Islam.

After inheriting power 11 years ago from his father, the late Hafez al-Assad, the president cultivated the image of a modernizer in a stagnant dictatorship. But he has had to juggle many factors in the Syrian political landscape: its sizable minority populations; a majority Sunni population drawn in part to Muslim fundamentalism; an influential military, and alliances with such external Shiite forces as Iran and Lebanon's Hezbollah.

Most of the major military operations have been carried out in border areas, including Jisr al-Shughour, the southern city of Daraa, near the border with Jordan, and the central province of Homs, bordering Lebanon.

Activists say more than 1,400 Syrians have died and some 10,000 have been detained in the government crackdown since the popular uprising began in mid-March.

Turkey's prime minister, opening his borders to those fleeing the government onslaught, has accused Assad's regime of "savagery," but also said he would reach out to the Syrian leader to help solve the crisis.

Turkey and Syria once nearly went to war, but the two countries have cultivated warm relations in recent years, lifting travel visa requirements for their citizens and promoting business ties.

They share a 520-mile (850-kilometer) border. Refugees and relatives on both sides appeared to be crossing unimpeded around the village of Guvecci.

In an apparent anticipation of more refugees, workers of the Turkish Red Crescent, the equivalent of the Red Cross, began building a fourth tent camp Monday near the border.

Transport Canada to mandate life vests

The federal government expects to make it mandatory for float-plane occupants across the country to wear life vests during flights, a senior Transport Canada official said Monday. "I have every reason to believe we'll end up with [the wearing of life vests] being mandated in some way," Martin Eley, director general of civil aviation, said in an interview.

Typically, vests are folded in pockets under plane seats, where there is little or no chance that panicked passengers will grab them before they leave a plane that is filling fast with water.

Eley also said he supports improvements such as emergency pop-out windows to assist passengers escaping a float plane, but noted that mandating such a solution is complicated by the different configurations of float planes.

"There's no question it's a good notion," he said.

"Is that solution readily available for all aircraft? Not necessarily. What makes sense? We need something sensible that we can defend in order to put it into legislation. If we can come up with a clear performance standard, that would open the door to mandating it. We're pursuing it. We just have to be cautious about the specifics."

Transport Canada was responding to the March 17, 2011, recommendations of the federal transportation safety board's report on the Nov. 29, 2009, crash of a Seair Seaplanes de Havilland Beaver float plane off Saturna Island that killed six passengers.

The pilot and one other passenger escaped with serious injuries, but also might have perished had not two bumpers come off the sinking aircraft and served as lifebuoys until help arrived.

The safety board, which investigates crashes and makes recommendations to the regulator, Transport Canada, urged that "all new and existing commercial seaplanes be fitted with regular and emergency exits that allow rapid egress following a survivable collision with water" and that "occupants of commercial seaplanes wear a device that provides personal flotation following emergency egress."

Transport Canada plans to meet with industry representatives next month to discuss the issues, the outcome of which will be presented to the Canadian Aviation Regulation Advisory Council.

In the meantime, Transport Canada has issued a safety alert urging float-plane operators to implement "safety design improvements" to their aircraft to assist occupants in escaping a crash in water.

The department also recommends operators adopt "best practices," including upperbody restraints for front-seat occupants, briefing passengers on the proper usage of flotation devices during emergency egress, and underwater emergency-egress training for flight crews.

Bill Yearwood, the safety board's regional manager based in Richmond, said that his office will take up to 60 days to study the initiatives and rate the degree to which Transport Canada has taken the board's recommendations to heart. The board has been recommending wearing of life vests since 1994.

Patrick Morrissey, who lost his wife and infant daughter in the Seair crash, gave Transport Canada credit for its plan to mandate the wearing of life vests during flights, but noted the government is far behind industry's voluntary initiatives.

Five smaller operators are already giving out life vests to passengers, and the larger Float plane Operators Association (FOA) said it plans to follow suit. Viking Air, the Sidney-based type certificate holder for the Beaver, has also produced kits for pop-out windows and improved door latches.

"Kudos to the float-plane industry for responding and paving the way on public safety," he said.

"Now is the time for Transport Canada to make a quick and relatively easy win by making the [safety board] recommendations mandatory."

FOA spokesman Lyle Soetaert said his group will work with Transport Canada "to ensure that any life-vest system introduced enables passengers unencumbered exit in the rare event of an emergency, and a usable flotation device outside of the aircraft."

How Twitter + Apple Will Help Both Twitter and iOS Apps Grow (Q&A)

Twitter, which has taken a lot of flack from outside developers as it?s slowly built out products that compete with theirs, will soon take on a whole new developer ecosystem: Apple?s. Through a partnership announced last week, iOS 5 developers will be able to add one-click Twitter integration to make their apps more social.

I wrote a bit already about what the deal could mean for Twitter?s identity, but to hear about what it could mean for Twitter?s relationships with developers I went to the source: Twitter Director of Platform Ryan Sarver.

Sarver elaborated on the distribution Twitter expects to receive from Apple, but he especially emphasized that Twitter hopes to provide distribution for developers of iOS apps. Here?s how he put it:

We think there?s a really huge opportunity to be second biggest driver of downloads next to the App Store just because that social layer adds a whole new discovery channel.

Here?s a lightly edited transcript of our conversation:

AllThingsD: Given that developers can today build Twitter integrations for their users to sign in and share content, is the new iOS integration just a cleaner way to add functions that were already available?

Ryan Sarver: To me this is one of the most exciting things. There?s a subset of Apple developers that have always thought of themselves as Twitter developers, like Twitter clients or Instagram or Foursquare. But now literally every iOS developer can be a Twitter developer. We think every app is going to benefit from instant personalization from this social layer, from gaming to utilities to enterprise apps.

How do you think of Twitter as an identity service?

I think Twitter has this great aspect of public identity: people are really willing to share and to promote their handle because it represents their public self. And the public self doesn?t have to be the same one that they share everywhere else; you can have this faceted identity. That?s different from other people [like Facebook, clearly!] who share the same full name, same avatar everywhere else. As Apple bakes this into the OS layer, it?s going to be hugely important for every app out there.

Will the Twitter app be pre-installed on iOS like YouTube or will people have to download your app themselves?

I?m not sure.

I imagine you hope that more people will use Twitter because they hear about it from Apple.

Exactly, but I think there?s going to be a lot more interesting uses and ways that Twitter can be leveraged so it doesn?t have to just be about that core Twitter experience of reading timelines. A lot of it could be sharing moments and tweeting out things as they?re happening from different services.

But that publishing experience is only useful after you have an account.

Yes, you need an account.

I have to think that if Apple features Twitter prominently in one of it?s commercial it could lead to a bump in new user registrations.

They?re really good marketers for sure. And the other side of that is our job as a platform provider is to create opportunities for developers and that really helps in the form of growing the user base. And I think the announcement with Apple is going to lead to tremendous growth of the user base on Twitter which benefits the entire ecosystem.

Do you think iOS users and Twitter users are similar people?

I don?t know offhand. If you look in San Francisco there?s probably 100 percent overlap but obviously that?s not representative of the rest of the world.

Have you decided when you?ll extend your new native photo hosting to mobile apps? I have to imagine much of the photo-sharing on Twitter comes from people taking pictures on their mobile phones rather than just the Web.

Yeah, the whole Tweet Sheet and photo upload service goes through our new photo API.

So now you?re building great developer tools for mobile, specifically one mobile platform. Do you expect to extend that to the rest of your service and ecosystem?

Mobile is hugely, hugely important to Twitter now and especially in the future. It?s definitely part of our DNA ? when Jack [Dorsey] started thinking of the idea mobile is where it started. We want to reduce friction on all platforms but especially mobile.

Do you anticipate that you will want to add more platform features, along the lines of what Facebook has historically offered to developers, like viral channels and notifications and emails?

We really hope to drive tons and tons of app downloads. We think that?s really important. Apps may help building Twitter but we want to drive their user acquisition as well. We think there?s a really huge opportunity to be second biggest driver of downloads next to the App Store just because that social layer adds a whole new discovery channel. We think it?s going to increase this virtuous cycle between sharing great content, seeing where it was created, and than having users go download that app.

Rod Adams at Atomic Insights indicates the NRC appears to be wavering in its commitment to its own established process because some believe that receiving 14,000 emails on the AP1000 design certification indicates a high level of general public opposition. Rod notes that the emails are mainly from a single group, the FOE (Friends of the Earth), who have professionally opposed nuclear energy for 40 years. The group claims credit for orchestrating nearly every one of those emails as part of a campaign against nuclear energy in general, not against the AP1000 in particular. The FOE sources who have identified the cited "technical issues" have questionable professional backgrounds, long histories of antinuclear activity, and little credibility.

Cool Hand Nuke - the Tennessee Valley Authority (TVA) is getting ready to formally ask its board of directors this August to approve completion of the 1,260 MW PWR plant which halted in the late 1980s. Deregulate the Atom - The Institute for Nuclear Power Operations in the US and the World Association of Nuclear Operators deserve a lot of the credit for improvements in safety and other design improvements. They are the Nuclear Industry?s self regulating bodies. And most of the accomplishments were made within the 10 or so years after the Three Mile Island accident. I point this out to set the record straight about who and how the excellent record of safety that has come about in the nuclear industry is not at all understood.

Atomic Power Review provides an update of Fukushima Daiichi.

TEPCO is now testing its large water purification facility, assembled over the last week or so. TEPCO still intends to have this equipment functioning within the next week.

Water injection rates to the reactor plants remain unchanged. Temperatures at No. 1 and No. 2 plants are stable, but No. 3 continues to drift upward, with bottom vessel head temp at last report being 189.2C (372.6 F).

Today, in the effort to gain working access to all reactor buildings for restoration of pressure and water level detection, and restoration of spent fuel pool systems, TEPCO finally opened up the double air lock doors at No. 2 plant and began working on filtering the air. In No. 3 plant, gamma camera surveys were conducted to map out the areas of high radiation in preparation for the aforementioned events and for the preparations for nitrogen injection to the primary containment. Areas of up to 10R/hr were found in No. 3 plant's reactor building. Nitrogen injection to No. 1 plant still continues, only rarely interrupted due to outage or nitrogen generator problems so that at the moment TEPCO estimates that over 43,000 cubic meters of nitrogen gas have been injected to the dry well for the purpose of inertion (against hydrogen gas combustion / explosion.)

Personnel have entered No. 4 plant as noted earlier to support the spent fuel pool.


The IEA's Monthly Electricity Statistics for March 2011 showed nuclear generation at 185.6 TWh (1.2 % ahead of March 2010). For the year to date up to March, 2011 the OECD is 13.5 TWh ahead of the pace of 2010.

Japan's nuclear generation in April when they were fully into the Tsunami causes Fukushima problems was 17 TWh. 3 TWh lower than March.

Lawrenceville Plasma Physics?s (LPP) research team has sorted out several issues on their dense plasma focus fusion project which should enable them to increase power substantially (perhaps 2 orders of magnitude, which would leave them 3 orders of magnitude to go.)

Today?s real estate market is shaping up to be a robust one when it comes to sales of condominiums, townhomes and lofts, according to housing professionals.

?We?ve seen a pick?up in traffic at all of our sites, with lots of contract activity,? says Vic Miller, senior vice president of sales/managing broker, The Marketing Directors, LLC (www.themarketingdirectorsinc.com) in Atlanta.???We?re also seeing more buyers able to sell their existing homes and make their move into a new condo, townhome or loft.?

One of The Marketing Directors? current projects includes a new gated townhome community, Brownstones at Edgewood (www.atlbrownstones.com). The three- and four-bedroom townhomes in the heart of Edgewood feature private two-car garages. As of last month, 18 live/work options were available starting at $199,900.

The townhomes feature expansive living areas with hardwood floors, gourmet kitchens with granite countertops and appliance packages, fireplaces, contemporary light fixtures, spa baths with Jacuzzi tubs and tiled showers and spacious decks with a select number of rooftop terraces.

Just steps from Piedmont Park, Ansley Parkside (ansleyparkside.com) came under new ownership in April and by May had one townhome under contract, with 40 available. Located on Monroe Drive across from the Morningside/Ansley Park neighborhood, the community of three-bedroom, three-and-a-half bath brownstones is convenient to dining and entertainment.

?Buyers are looking to simplify their lives and be centered in a more walkable lifestyle,? says Irene Hall, vice president, marketing for Evolv (evolvre.com), which represents Ansley Parkside. ?Intown is still an attractive place for young professionals and those trying to downsize or simplify.?

Ansley Parkside offers two floorplans: the Monroe and the Piedmont. Both have three bedrooms, designer finishes throughout, hardwood floors, gourmet kitchens with granite countertops and a two-car garage. An outdoor pool is slated to open in July.?Special financing is available, with prices starting in the $370s.

Sales have been strong at both The Park at East Paces (parkeastpaces.com) and The Stacks at Fulton Cotton Mill, reports Leslie Williamson of Coldwell Banker NRT Development Advisors, which handles sales and marketing for the properties. Just last month, The Park at East Paces had five of 81 homes remaining, while The Stacks at Fulton Cotton Mill (stackslofts.com) was more than 50 percent sold (with 134 homes total in phase two sales).

Located on East Paces Circle at the intersection of Roxboro Road and East Paces Ferry Road in Buckhead, The Park at East Paces offers one- , two- and three-bedroom floor plans, from the $170s to the $320s. Features at The Park at East Paces include elevators to each floor, custom open kitchens, granite counter tops, tile or natural stone back splashes, hardwood floors, garden tubs and separate showers, private balconies and a fitness center.

Floorplans at The Stacks at Fulton Cotton Mill ? originally the Fulton Bag & Cotton Mill built in 1881? include one bedrooms, from the $130s, and two bedrooms from the $170s. Minutes from Freedom Park and shopping and dining, the New York-style loft homes, at 170 Boulevard in Atlanta, offer skyline and courtyard views and controlled access entry and parking.

Other features at the pet-friendly property include: loft-style ceilings with exposed wood timbers, European-style vanities and kitchens, quartz countertops in kitchens and baths, concrete floors and a stainless steel appliance package (gas stove, refrigerator, microwave, dishwasher).

Almost as plentiful as the amenities are the number of options on the market today in condos, town homes and lofts ? with low interest rates proving just as appealing.

As Williamson points out, ?while the past several years have been challenging for real estate, now is a smart time to buy? thanks to those low rates.

?Home ownership is still important to the consumer and is considered a lifestyle investment,? adds Williamson. ?With condo, town home, and loft communities that offer a value proposition (competitive price, lifestyle, location) sales are occurring.?

How much we can expect to pay for flood insurance in an AE Flood ...

Question by Jimbo A: How much we can expect to pay for flood insurance in an AE Flood Zone in FL? House is appraised at 6k.?
We?re looking at houses in an area of Tampa/St Pete and know we?ll need flood insurance. We have flood insurance on our property, as we current rent, and the insurance agent advised you don?t have to shop around, as the prices are regulated by FEMA. We can afford the mortgage and taxes but are worried that the flood insurance might be too much. Thanks
